give an application for change of khatha in to your friend's name before the concerned taluk office if the property is agriculture land or if it is house or vacant property application should be given to Mahanagara palike. The application should be accompanied by a copy of the WILL. If nobody objects khatha transfers. If anybody objects for change of khatha then you have to obtain probate or declaration from civil court. To become owner of the propety the WILL & revenue entries (khatha) is sifficient. Entry in sub-registrar office is not necessary in your case.
