Immediately go to EB office and produce relevant documents to show that you are the owner of the property and ask the EB persons to disconnect the EB to the vaccant land immediately. Then if you are having political power, then by using the same throw the trespasser out of your land.

I do agree with Vardhaking, but my suggestion is better to approach the court and you issue a notice to the electricity board to disconnect the power connection given to the unauthorized person.

If you do not want to choose the lengthy process. You can simply file an application under Section 145 Cr.P.C to Sub Divisional Magistrate, but the unauthorized occupation must not be more than 6 months old.

The shortest way is to evict such person forcibly and be prepared to face the consequences.

Only if there is any law and order problem, Sec.145 Cr.P.C will be invoked, on the request of the concerned police authority.
The provisions under E.B.Act, facilitate even an unauthorised occupant to obtain EB connection. To obtain EB connection, one need not be an owner of the property.
Though it is not advisable here, the shortest way is to use money power and influence.
