Exorbitant electricity bill & disconnect

There was an error in recording the reading of electricity consumption meter by a line man of ap electricity dept. Subsequently the electricity billing dept sent a huge bill which is 17 times more than the average consumption of any month.
Later on line man admitted verbally that reading was wrongly noted, now instead of sending the revised bill, he disconnected the power.
Now as a ordinary citizen what right we have, does electricity dept has right to disconnect without intimation to the consumer?

YES Absolutely it is not the right Procedure. if the line man wrongly noted the reading means send a notice to the EB Engineer explaining their mistakes and ask them to rectify immediately. then the electricity connection disconnected means Approach the Same person to give connection. if they refused then file a case against the EB officials with the help of the Local Advocate. Because its a legal process you can not do it.
