whether a person can be declared as a p.o. except for the offences as mentioned in sec.82(4)crpc.read with sec.174-a ipc.

Section 82 of Cr. P. C. mentions only the procedure to declare an accused P.O. and all the criminal courts adopt this procedure and such person/accused can be declared PO only under this procedure and there is no such exception.
