As the name suggests preliminary inquiry is the preliminary stage of inquiry which covers the formal details necessary to proceed for factual details.

Preliminary inquiry is just a sort of basic investigation to come to the tentative conclusion whether any offence can be considered to have been committed by some act of a person that may need a detailed and regular inquiry to frame some definite charge under relevant section of a relative Acts of law against the said person to make a trial to prosecute him.

Sir,
You are asking to define too many terms, why don't you buy a good law dictionary?
