Reporting the same to the police station is also an option, but it will be better if you go through proper channel.

Yes, University is the appropriate forum as pointed out by Shailesh. But make sure that your complaint is genuine, otherwise the consequences will be also serious against you, as such allegations against any person are of highest degree.All the best in your complaint.
