Demolition of building

We have a more than 100 years old structurally weak building without reinforcement steel support, constructed with ordinary stone foundation which has crossed its lifespan. The building is a shopping complex located at the heart of the city and the shopkeepers inside the building are refusing to vacate. How can we proceed to demolish the building?

Every local Municipal Authrity has its own Building Rules and Regulations to deal with dangerous dilapidated buildings.
So fist lodge complaint with it. If fails to discharge its duty then file Writ of Mandamus in the court
