Since you have not made a mention of the real problem, your query becomes merely an academic query. Even if you get reply on your query you are sure to get misled. According to your query, dearness relief is based on the rate of pension on the rates declared for pension from time to time. But that reply, although correct, would be a misleading reply in your case, as the position would be quite different in absorption in other organisation on technical resignation or re-eployed after retirement.
So, your question is basically wrong.
However, since you might already have joined some organisation after your technical resignation, you would not draw any dearness relief on pension till you draw salary and dearness allowance based on your salary.
So, forget about drawal of double dearness allowance.

Thank you for your response. My real problem is " I HAD JOINED BHEL (PSU) ON ACCEPTANCE OF TECHNICAL RESIGNATION BY MY PARENT COMPANY DVC. DVC IS PAYING BASIC PENSION FOR MY 14 YEARS SERVICE, AS PER CENTRAL GOVT. RULES OF PERMANENT ABSORPTION TO A PSU. BUT IS NOT PAYING DEARNESS RELIEF UNDER RULE 55A OF CCS PENSION RULES ( AS MENTIONED IN PPO BOOKLET). MY QUERY IS, IF I LEAVE BHEL & JOIN A PRIVATE COMPANY WHETHER DVC IS BOUND TO RELEASE DR, ALSO ON RETIREMENT IN BHEL AFTER SUPERANNUATION, WHETHER DVC IS BOUND TO PAY DR. KINDLY CLARIFY & UPDATE ME THE PROCEDURE TO BE ADOPTED TO ACCOMPLISH THE TASK.

Although you have posted about the probability of some problems years ahead, which is not your present problem, even then I have already clarified your points yesterday on your phonic contact.
However, you will simply inform your organisation about the status only after the event occurs and if at that time any problem arise only then ask for solution. You should know that rules go on changing time to time. So, present day clarification may not hold good after 10 or 20 years in the future.

Please don't expect A to Z tutorials from me. I have already provided hint on your basic problem. Do something yourelf also. For detailed guidance, read books on service rules, collect orders issued from time to time by the concerned ministries and read them. In the capacity of a manager, these things are quite accessible by you.
