Respected Sir
My client is a Portuguese National who was on a visit to Goa for few days and met with an accident. Wherein the opposite party who banged the scooter to my client's scooter is not the owner of the bike and is without license. Can he claim compensation under section 140 & 166 of Motor Vehicle Act? Will this be the right way to go about with the claim petition? Under which law can he claim his ticket amount from Goa to Manchester as he cannot postpone it any further as that option is already utilized by him? Please advice.

He can file the claim petition against the driver and owner of the vehicle. If the driver had no licence, it is no fault of the person injured.
