If gram panchayat gives land to my father but there is no patta given to him ,though he is living there for a long time so who will be the legal owner of that land after my father..will my mother get the full property in her name legally?

In absence of legal ownership / title documents, the possession is unauthorized, your father or his heirs have no legal right on the land.

Sir/ma'am
A piece of land was given to my father by the Gram panchayat for house.in the letter from Gram panchayat the khasra no.and area of the land is mentioned stamped by the gram pradhan and with other people with their ward numbers.my father stays there and pays electric bills and all.
Now I want to ask the following
1)in case my father doesn't have the patta of the land but we get the land registered in my mothers name without any objection by my father will this give her any legal ground in that land and house.
2)in case my father has the patta in his name but we get the land registered in my mother's name without objection by my father then what power does my mother have legally.
3) if my father has the patta of the land in his name then can he sold or transfer the land to someone even if registry of the land is done my mothers name.
Please answer
