Any rule for the construction of farm compound wall abutting road.

What is the real issue. Please post the material facts.

I have barbed wire fencing in my property abutting road since very long time with granite stone as pillar. For repair with concreate pillar whether I have to take permission from panchayat since it is in panchayat area.
