Organizer take permission for making Co.Op.Store in common plot area from concerned authority and sold common plot to the other person and taking money from him.

can above circumstances, common plot selling become valid or become illegal ?

It is illegal and the persons of soceity can file a suit against him.

See the terms and conditions of the approval.
If the plot is reserved for stores or other commercial use, the promoter can sell it to any individual provided that the buyer shall create a commercial establishment.

So, see the conditions laid down in the order. Some times, there would be any relaxations for conditions after a specific lock-in period.
