Under sec 62 of the Arbitration and Conciliation Act is there any bar from approaching a court if you have invited the other party to conciliation proceedings but have not received any reply from them?

Sec 62 covers the provisions regarding commencement of conciliation proceedings and sec 77 states that while conciliation proceedings are going on matters which are under conciliation cannot be tried in courts? so i was wondering whether this sec covers matters which are not under conciliation but if the other party has been invited to conciliate and have not been notified under sec 62(4)

There is no bar to approach court in such matter as reply is not received from other party within 30 days or such other period as may have been provided in the invitation notice sent by one party.
