Permission for college/residential colony in highly polluted area

On NH-24 just near Vijaya nagar Ghaziabad, On the lef side there are heavy industrial area which is emerging polluted smoke. In left of those industries there is one college and other college is in front. Who might have given to run college in such a polluted area , from where this information may be gathered . Is it under rule?

Rule is to control and reduce pollution, NOT to withhold permission for habitation by human beings or establish an educational institution. If you have complaint about pollution, you may better approach the Pollution Control Board of the State/ District.

Pollution cannot be controlled or reduced by making & mere paper horses by the Pollution Control Boards and by sitting at their liesure offices of the staff members of the PC Boards and waiting for the people to run before them for the purpose to get the pollution checked or controled.

you have to obtain state govt permission before starting a collge .the college must have required infrasturcture to accomodate students . check the polciy laid down in UP for opening of collges
