Builder ignoring to do the improper work after full payment.

I had purchased new flat, I have shifted to new flat also. But I have not taken the possession letter till now because builder is not ready to do/ignoring the some work, like kitchen slab is improperly fitted. How should I force him to do this thing ?. If he didn't replied to me positively, What legal action should I take like completing in consumer court. For that what documents needed and what is process for that ?.

you can take the posession letter . mention the deficencies in work done by builder .
if builder fails to rectify then issue legal notice . mention detailed particulars of deficency in workmanship and move consumer forum for necessary reliefs

Thanks ajay for providing the guidance to rectify the issue.
As per you reply I understand that, I have to take the posession letter and in that possesion letter all defect needed to be mentioned.
And after that if builder denied to rectify the defect then i have to issue legal notice (through consumer court) with subject "Deficency in workmanship"
And i have to enclose the agreement copy (flat registration copy) to this forum.
