Can 498-a be invoked by a woman who is in marriage for 16 years?
someone told me that 498 dowry law can be invoked by woman only within 7 years of marriage, is it correct?

Yes it can very much be invoked. Duration of marriage has nothing to with initiation of case u/s 498A.

Can there be any precautionary measures taken to protect one before this 498-a is invoked?. We have been getting threats for the same. Please guide us what steps to take to avoid damage if this step is taken by woman after 16 years of marriage. my brother and Parents live in separate house in different cities , but she might implicate all of them is what I hear. How can she implicate people who are not part of her household?

Try to have amicable solution by having the help of relatives, nears and dears.
If not possible take anticipatory bail on filing of FIR by them.

send an information cum complaint to authority as NCW, NHRC, SSP or Commissioner of police regarding your apprehension or file a case against her for extortion if any demand of money or property.

if 409A case is filed obtain anticpatory bail . it can be filed even after 7 years of marriage . allegations contained in FIR have to be seen .
