The case below squarely applies to your querry apart from the one stated by you:-

Workmen v. Bhurkunda Colliery of Central Coalfields Ltd., [ (2006) 3 SCC 297 ]

Note: But a recent Supreme Court judgment has clearly held that adhoc appointments continuing for long time cannot be regularised. (2009) 4 SCC 342

State of Haryana versus Piara Singh ruling has been reversed by latest judgment of Hon'ble Apex Court vide 2009 (4) SCC 342 so dont expect regularization of adhoc employees on the ground of their long stay if they had not been appointed following the due procedure of appointment on the relevant post.
