Is it mandatory to provide proof of visiting home town in case of availing Home Town LTC? Suppose the nearest railway station is situated in a different municipal area from the declared home town( for e.g. Howrah in case of Kolkata) is it mandatory for the claimant to produce a document to office as a proof of having visited home town even if railway tickets for journey from Hqrs. to the nearest railway station of home town has been provided to office? May the experts provide their valuable opinion in this regard.

There is no such requirement, if you are a Central Government servant.

You are central/state government or PSU employee?
In such case it is oblivious that NRS is already mentioned in the service dossier of the employee and the railways do issue ticket for the end of journey by rail.
There is no such requirement in govt/PSU, I agree with the expert advise of Mr. P Venu.

Only specific problems have specific remedies, not general questions of academic nature. Better discuss the real problem, as general answer to general academic question may not serve your purpose and object for which you have asked.
Even otherwise also, rail tickets and bus tickets are the proof of journey to some specific place, which are necessary to be attached with the TA bill of the claimant, as a matter of proof.
So, if it is your official problem, while dealing with the LTC claims, as a Dy. Director, you are not supposed to resort to micro management. When there is no railway station in the name of Kolkata, whosoever goes to any place under the jurisdiction of Kolkata/Howrah/Sealdah will have to reach through the trains terminating at Howrah or Sealdah, if not by bus to that specific place of home town.

If you are claiming fare for HTC / LTC journey you should submit proofs of visit.

The photocopy of the Railway ticket for reaching Howrah is enough evidence to establish that you visited your home town Kolkata.
