Stamp duty paid in 1996 but property not registered.

I purchased a flat in bibvewadi, pune in 1996. I paid a stamp duty of INR 2,520/- during that time but my flat was not registered. Now the society is demanding Index-2 of my flat which is available only if the property is registered.
What should I do now? Is there any scheme where I can directly register my flat or I have to pay the stamp duty at the current market rate?

Author, for what purpose did you pay the stamp duty? As per your query though you paid an amount of Rs.2520/- it has not been for registration. so now the vendor who sold the flat to you shall do registration in your name and you must pay the stamp duty as per Market value which is in existing.

Pay the stamp fee at prevailing circle rate and get the property registered in your name.

The amount reportedly paid could not be the stamp duty; it would be a much higher amount approximately 6% of the cost of the flat.
