The circulars issued by the head offices of banks read with IT Act will normally govern this. Make a search in the web.

Some elementary facts are missing in your clarification. Would you please make that more clear by replying the following queries:
1) Was that yours or your firm's account from which the cheques were encashed and amount transferred continuously?
2) Transfer of funds made in whose account in the same branch, i.e., the third party account or your own firm's other account?
3) How such a large amount was transferred without issue of any cheque or your written instructions to some other account?
4) On what grounds you desire to get CCTV footage of the bank?

Not as a question of law or any Act, but as a security measure of banks and depositors money, CCTV footage is often kept saved for long by the banks to detect fraudulent activities, dacoities and invaders details. But still that depends upon period of preservation fixed by the individual Corporate Headquarters of the banks or destruction of data on other reasons. However, you may better request the court to direct the bank to produce CCTV footage of the days of transactions as a proof in support of their claim that you withdrew the amount yourself. That would be the effective way to get the truth, as any other effort on your part may prove to be useless for you.
