Complain without affadevit

Can a fictitious application against some one without affidavit be quashed?Is it necessary to attach affidavit with an complaint against public-servant?Are there any supreme-court ruling in this regard?How can they be fild?

aafidavit is necessary when complaint is filed in court.the allegations made have to be proved in court of law by leading evidence .

VERIFICATION ON OATH IS ABSOLUTELY NECESSARY FOR LODGING COMPLAINT.

Otherwise Magistrate can question complainant , and on oath, if he finds necessary, he may proceed or order Police inquiry u/s 202
