Regarding unethical transfer of my father urgent

Sir,my father is employed in bank of baroda,he was transferred from MUMBAI to. Delhi in 2014 but now he has been again transferred to village area in Nagpur in august 2015 by a biased action by there higher official.due to this sudden action by bank has lead to mental trauma to him and he is on treatment right now in Delhi,and its not possible for him to go and join there in Nagpur and the branch which he is posted is 300 km from Nagpur where he can reach by bus only and in this condition when his health is bad we can't allow him to go there presently he is on sick leave due to his illness. And over all he is going to retire in 2016 august.its almost eleven months left for his job.what we can do in this condition. With Out Mentioning It as Intentional Action by His Superiors Write a Polite Letter to the High Officials Of the Bank Or Chairman Level Explaining his Situation and Condition in Detail.

As your father is going to retire in near future, he should avoid any confrontation with the management and should arrange peaceful retirement.
After recovery, he should join, family should accompany to have nice time there. May meet seniors.

There is a lot of substance and wisdom in what Mr Narasimha has advised. You can only make polite request.
Stating that he cannot join that the place is 300 Km apart of Nagpur. It just cannot (cannot) be believed that there can be any place around 300 Kms from Nagpur which does not have a town in the way.
Further please take notice of the fact that as your father is shortly retiring if entangled in disciplinary case then his terminal benefits will be at peril.
If he cannot convince higher officers at nearby posting at fag end of service he is free to seek voluntary retirement and walk away with all terminal dues.
you have not at all stated as to how do you treat the transfer malafide.

Sir my father has gone in serious depression after the incident happened presently he is on treatment with sedatives and its not possible for him to join there.and he was on sick leave that time when he was transferred and his seniors have done that to mentally harrash him.I have documents related to his treatment and when he is going to retire in 2016 august for one year he has been transferred to remote place where no proper medical facility is available. He is undergoing treatment in sir gangram hospital Delhi.and he was transferred to Delhi after 10 yrs of service in MUMBAI.and his stay was just 1 yr in Delhi.his age is 59 yrs.if u will ask for documents I will attach them and send to you for further study.but this is wrong why management can do this to a 59 yr employ who has been ill.VRS is simple way to quit but what is the guarantee that the will not cause problem after that. Morons seating at higher post always cause damage to there juniors and we leave everything because we r frightened that this thing will damage me further. Can I file WRIT in this case guide me.

Based on the doctor's advise he is taking rest and continuing his treatment also. So it is a matter to be decided after recovery from health until then let him be on sick leave on doctor's advice.
Your father may lost is mental peace as well as the terminal benefits because of your agitative mood to fight the authorities at the fag end of your father's log and colourful service.
Sort it out amicably or ask your father to take VRS.

So you are bent upon to ensure that your father faces disciplinary action and his terminal benefits go on loop.

Yes if he has committed any fraud then he can face criminal trial even after VR.
But it is not understood as to what harm the management can otherwise cause after retirement.
Anyway you are already on the way to create trouble by causing service representation from mother.

You also have to understand that normally an employer/management doe snot take such action at retirement stage unless the employee works hard to annoy the authorities.
either
your father is wrong.
or
he was right and opposed something without without realising that he does not have the physical / mental or financial strength to fight back.
either way he was the sufferer.
SO please do not give management a chance to get him in a disciplinary action. Disciplinary process is not accused friendly. In service matter one has to be proved till till exonerated.
get terminal dues.
