If it is fully Govt. college he can't.
But if it is a govt added college and managed and controlled by a body for management, he can contest.

However the answer could be found with reference to Article 243 of the Constitution of India as well as Municipal board Act and election Act of the state,

On principle footing i go with Mr.Arvind that if it is a GOVERNMENT college HE CAN NOT but in case ITS A PRIVATE BUT GOVT.AIDED COLLEGE HE CAN.

If the Principal of the Govt college wants to contest the municipal elections, he should resign the job and file his nomination for elction. Generally the election rules prohibit any person holding an office of profit in the Govt from contesting the elections. Check up with Election Rules applicable to the Municipal elections of your State.
