Can a firm or company ask a query under RTI act? ( RTI act is available to Citizens only)

Of course, yes. Indian Companies are come under purview of the RTI Act.

Company & firm also acquire the status of artificial person though they are not citizens but because of their status as of a person, they can very well invoke the provisions of RTI Act.
