Buying a residencial property in goa

Hi all,
Can anyone help me understand, the property laws and by laws in goa. I am more curious to know about a certain scheme called as "rent back schemes " where the builder develops apartments and then sells it to private parties and later offer them rent back if they are not staying there permanently. I wish to know if you can permanently stay in such flats if you purchase it without expecting any future troubles.

it is quite common in goa . the objective being to rent the flats during peak season from October to march . you get rentals from builder . in addition builder maintains those flats . during off season you can go and stay for some days . you get to have your cake and eat it too .
