Regarding salary & pending arrears

For filing a case regarding arrears when I will file Suit for declaration under Civil procedure code with consequential relief of grating all service benifets as were undertaken by way of service agreement excuted with me.
Which will make my case more strong than opposition party
Either I will have to pay the stamp duty
or
I will file a cse without court fee and If at later stage judge say regarding fee at that time I will pay.
Further my amount regarding arrears is 9 lakh.I am from Jammu & Kashmir .How much I will have to pay court fee for per lakh.
Hope you will give me expert advise.

Nothing can be opined about the time to be consumed in the litigation as it depends upon various factors which cannot be anticipated in advance.

I have talked about all your advises to my advocates.Can I will file this case in High Court Directly.Is there any provision of filing this above mentioned case directly in the High Court.If yes then under which provisions of law.And also as per your advise I have already dispatched a legal notice to my School regarding payment of arrears.

There is no such provision to directly file the case before High Court rather you shall have to start it from lower trial court and now onward trust upon your lawyer.
