Cancellation of registerd poa during holiday!!!

X has given power to Y, both situated in tamil nadu,for finance purpose.On the day of registration Y gave 2 lakhs and said the rest 28 lakhs will be paid the next day, as per mutual understanding.But the problem now is the promised next day has not come for the last 1 month.
(1)For cancellation of Power, is Y required in the register office according to the new rules?!
(2)Y says he'll give the documents back along with a sign in a Promissory note (cause of the 3 day holiday in tamil nadu), is it enough to cancel the power?!

before executing power of attorney did you not consult a lawyer . how can you give power of attorney when full condiseration has not been received .
you can revoke the power of attorney executed in favour of Y . presence of Y not required .
