Laying of residential property by blocking link roads in grampachayat

Land belongs to one of Pattadar and agriculturist. and he converted into plots for residence, made a layout by blocking the CC Road (link road) accessing the Colony. In fact, Sourrounding colonies are well developed with CC Roads open ended to Open site in between. This site is kept undeveloped due to brothers dispute. Now that is solved. This site being centre of the other colonies, got demand and coming up. Now seeing this, One of the owner developed a layout, and wanted to close the link road (which is open CC road) access to this colony. Grampanchyat approved that lay out. Can he block that link roads accessing the colony. Can I have a proof of authority for this pl. So that, I can help this colony people by fighting and guiding the Grampanchayat pl.

You are advised hereby that, take the certified copy of the plan which gram panchayath approved. Collect the certified copies of registered sale deed of the co-purchasers in which the said road has been shown. Hire a local civil lawyer to file a injunction suit immediately.

I fully endorse the views of Khallel and ad that get a local commission appointed from the court with the case and got inspection of the site so that the true picture of the site may be brought in the knowledge of the court and thereafter a stay order may be duly obtained.

is there any rules under Grampanchayat Act, saying that, layout approvals not to be given in case of link roads are blocked

Section 7 of Village Common Land Land is applicable in such situations.
