Cidco property to be purchased from buyer

Hi these are queries regarding cidco resale flat purchase won through a lottery system in Ulwe from a buyer..
Current status
a. Buyer has got the flat in Cidco lottery in Unnati project of Cidco in Ulwe NAvi Mumbai..
b. We are in touch with a broker in Ulwe for purchase of this flat.. In this discussion owner, investor and then broker involved.
c. As per discussions with broker a sale deed will be prepared with stamp duty and registration done and owner signing the deed.
d. According to broker flat transfer cannot take place as Cidco has not started transfer of these flats yet? It will start in the coming months..
Would like to know the following
a. Whether this cidco flat can be purchased?
b. What things need to be taken care?
c. Cheque should be issued in whose name?
d. What about transfer of this flat whether it will be done?
e. Would be this legal as per Cidco rules?
Please get back ASAP with these details as we are on verge of finalising it...

no if cidco has not started transfer of flats dont purchase said flat . visit cidco office . check whether it is permitting transfer of flats

2. As your seller himself has not become owner of the property then he cannot sale it to you and thus the entire transaction is illegal.
3. Not to be issued in any name.
4. CIDCO will tell it.
