not registering the scheme plot

dear experts
we joined in a plots SIZE(30X40) scheme and paid 60monthly instalments of rs.2000 per month and last instalment was Feb.2016 .at the time of joining the scheme they assured to execute the regd.deed before scheme is compleated but despite repeated demands they did not respond to do that after compleating the sceme.
kindly advice on this .

Write to authority in the scheme e.g; Estate Officer, under proper acknowledgment and build record.

Thereafter approach Consumer Forum preferably thru a counsel specializing in consumer matters.

Before that collect evidences.
Consult a local advocate who is well versed in consumer cases.

Is there any such agreement signed by you earlier to fix the terms mentioned by you? If yes then approach local lawyer to move further for specific performance.
