how to convert agriculture land into na land

We as a group of 9 people have 27 Guntha of land in Manjri Khurd area in Pune (Maharashtra). We want to convert it into NA land and make plots of 3 Guntha each for construction of house and register in individual name.
I would like to know the procedure to convert such a piece of land into NA land and what would be approx cost.
Please give your suggestions.

You have to obtain the NA certificate from the District Collector's office of Pune. The related documents need to be seen before giving further suggestions.
