Of course, I can say with certainty that your proposal can get matured, when you become PM of the country with 2/3rd majority with you in both the houses of parliament for passing the bill.

So, you may have to wait till then, provided you are able to keep your age constantly at 18 for an indefinite period in wait for that opportunity, which you may or may not get.
