is it necessary/mandatory to submit liat of witnesses at the time of filling a complaint in a court

In civil suits you have to enlist the documents on the reverse side of plaint's 1st page as being filed along with suit and also list up those to be filed at the date of issues,still things extends by permission.

But why repeated.????
