the misconduct on part of the charity officers shall be reported to which authority? or a simple complaint with police station is sufficient to take cognizance of the offence , are they having powers to deal with such kind of issues .?

If it is a departmental misconduct then report the matter to the higher authority so that they can inquire into the complaint and initiate disciplinary action against the guilty officer. If it is a case of bribe taking or cheating etc- report the matter to the Police for necessary action.

I agree. I have suggested the alternate courses of action depending upon the two possible situations, so that the querist will use his own decision.

Until and unless the querist do not come forward seeking the help of experts, we should not provide them otherwise it seems that we have no other job but to provide advice from our own side without having any issue before us.
