What is apartment DEED?
What problems I may face if Apartment DEED is not done after initial agreement for my flat?
Can we do Apartment DEED without builder being involved?
Problem is I have purchases flat in Pune, Maharashtra on 27/07/2010(agreement date). I paid 1% VAT at the time of possession of flat. Now builder is saying I have to pay 5% VAT. Unless I pay 5% VAT, he will not do Apartment DEED.

Check with local lawyer. For deed of sale there is no requirement for VAT in WB.

apartment Deed means registered sale-deed which cannot be got executed without developer/owner.
So far as the rate of VAT is concerned, you need to get this information from the local office of VAT of your State. It seems that VAt is being demanded on higher side. Its general rate if 3.5% but get it confirmed.
