Stay order on property construction

DEar Sir,
I am staying in a flat having 3 floors and on each floor 2 flats. I am staying on the ground floor. Both Flats are in the same direction.
I have initiated Extention, our neighbour told us to extend upto 6Feet only, otherwise his house will be affected by problem of Air Vantilation & Sunlight.
He threatens me to bring stay order.
Can he do so??
Briefly explain what are the grounds on which one can bring stay order??
What I have to do in this situation??

You can extend as per sanctioned plan. If you have due permission then you need not worry and he shall not get stay order otherwise without sanctioned plan, you construction is illegal.

He can get a stay if the sanctioned plan does not permit such extention.
