Right to information/appeal to high court

Respected Experts,
One of my known one filed a complaint, sec 18, with information commission and notice of hearing was issued. On the first date instead of attending the hearing he moved an application which was relevant and was required to be disposed off prior to beginning of hearing.
But the information commissioner disposed off the complaint at the first hearing without going into the details/facts mentioned in the complaint and also in the application moved. Actually, the information commissioners, as is apparent, being retired bureaucrats are soft and accommodating towards government departments and easily give them adjournments but when it comes to opposite side they dispose off his complaint/appeal without even providing him opportunity of one adjournment.
Now, i want to know that, my friend who is not economically in sound position, can he himself file an appeal in high court of Punjab & Haryana against the order/judgment of information commissioner and what is the procedure for the same.
I shall be very thankful to you for the same.

Your friend is advised to take help of Free legal aid of High Court of Punjab & Haryana by moving a simple application to the Registrar.

Respected Sir,
Thanx for your quick response & advise. Please also guide on the following points: -
1. What documents are required to be provided to avail free legal aid service from high court.
2. Are all the expenses of litigation i.e. typing, photocopies, court fee etc. are borne by free legal aid service.
3. what is the time period from date of decision during which he can move to high court.
4. Can he himself file the appeal and contest in high court.

A simple application supported with an affidavit reporting his economic condition is sufficient to be enclosed for the purpose of getting the free legal aid.
