Is unregistered gpa valid

Hi,
I have finalized a property in Bangalore, It's 10year old Independent house.The seller of house Mr. XYZ purchased the land in the year 2000 from a builder and constructed the house,Khata,EC,tax paid receipt etc. are in XYZ's name till date.
The builder has unregistered GPA( Notarized on 100 Rupee stamp paper)from land lord which was executed in 1999.
Question:
Is unregistered GPA valid in court of Law.
Is it safe to buy this property from Mr. XYZ who in turn bought the land from unregistered GPA holder.

AGREEMENT OF DEVELOPMENT BETWEEN BUILDER DEVELOPER AND OWNER FOR DEVELOPMENT CAN BE UNREGISTERED BUT THEN OWNER HIMSELF SHOULD OR HIS REGISTERED POA SHOULD TRANSFER AND EXECUTE SALE DEEDS IN FAVOR OF NEW BUYERS.
ANY UNREGISTERED GPA LEGALLY DOES NOT CONVEY
RIGHT TO TRANSFER IMMOVABLE PROPERTY.
