Regarding rent fixation (lagan nirdharan)

Dear Sir/Madam,
Property Description: Ancestral land and house at a village in Bhagalpur, Bihar.
Approx area = 1/2 Acre
Property in name of: My late father.
Documents I have:
1. Khatiyan (Record of Rights) in name of my grand father.
2. Malguzari (Rent Receipt) in name of my Father (Grand father did Name transfer in father's name in 1957)
Since I am the only son and mother is not alive, I want to do this:
1. Lagan Nirdharan (Rent assessment). Rent was never paid to Bihar govt as the property was Be-lagan(free from Rent).
So, I have to pay Rent to Bihar Govt from 1952(Abolition of Zamindary System)
2. Name transfer (from father to myself)
I have submitted all required documents with proper affidavit to DCLR(Deputy Collector of Land Reforms) office.
The Karmachari(Revenue Clerk) has submitted report to Circle Officer and CO has duly signed it.
Now the Revenue clerk says to appoint a lawyer and file case in the court of DCLR(Deputy Collector of Land Reforms), who is the final authority to decide on this.
My Question:
1. Under which Act/Law of Bihar can I find the information related to my case of assessment of Rent.
2. What is the actual process of deciding the rent of such properties?
3. Is there really any need to go to DCLR court for deciding it if I agree to the rent decided according to the law OR as per Karmachari’s report and CO’s authentication?
