Stamping of receipts if amount is transferred through account- amount rs.8000

My query is That I am an officer in a bank and house rent reimbursement getting every month from bank against a money receipt(without revenue stamp) from my house owner.I have been transferring the rent amount of Rs.8000/- through NEFT to her account.But,now bank is asking for a money receipt with revenue stamp as a new manager is posted there.
Kindly, clarify me with reference to govt guidelines.
Money receipt is like this:
Received with thanks from Mr Ashok a sum of Rs.8000/- house rent by way of credit to my account for the month of Dec-2012.

ask house owner to affix revenue stamp on receipt and sign for having received rs 8000

This is not a big issue so get it done as desired by new officer though there is no need to do so up to an amount of Rs. 10,000/-
