Unregistered agreement to sale

(Querist) 10 July 2013 This query is : Resolved 
My friend went into a agreement for purchase of a society flat in ghaziabad. unknowingly the agreement is unregistered. now my friend a received a notice for collectorate office / DM's office for the show cause notice. the notice has asked for the recovery of money to the tune of 1.5 L
the sale had not happened as he could not arrange the money and the date on the agreement has also elapsed. what will happen in this case.

will he still be required to pay the money of 1.5L even though the date of the agreement has elaspsed?
if he pays will he be able to register the property in his name, as he has now procured funds and provided that the seller is ready to sell?
what will happen if he sits silent on this notice?
please answer ASAP

you can in reply to show cause mention that sale has not taken place and that agreement was cancelled . if seller is willing you can go ahead with purchase of flat .
