(Querist) 10 August 2013 This query is : Resolved 
A application is filed seeking certain information/copies with CPIO which is higher office of a company. The evasive reply is received after laps of 60 days from another office which is subordinate office . The reply do not answer the issue raise and asks the applicant to come personally with photo ID to collect the details.There is no mention of the fee to be paid. The information copies are those that can be sent by post. The reply had the name/detail of the appellant. Now the question is on whom the First appeal is to be filed, on the higher officer or the replying officer. And what format.

RTI is applicable to govt., orgnisations only.

It can be filed within 30 days of receipt of your first application.

One thing which we experts should derive out of the facts stated by author that the company has not refused to provide information on the ground that the RTI Act is not applicable to it rather the querist has been directed to collect information personally from a particular office wherein the information stands ready for delievery.

It shows that the company may be semi-government or government wherein RTI Act is applicable.
