Respected Sir,
My father is a branch manager in Punjab National Bank (A Govt. of India Undertaking), so he can be called as a Bank employee, but can he be also called a 'Government Employee' since the bank is a nationalised commercial bank undertaken by the government of India.
Please, reply...

Respected Prabhakar Sir,
There is no trouble, but I and my sir went into a serious debate on whether my father is only a bank employee or can he be also called a Government employee. I only wanted a clarification but the answers which I have received are still confusing me. Please give me a perfect and accurate answer...

Only those employees who are working in Government departments are treated as Government employees, NOT those who are working in Government owned companies/ corporations/ autonomous bodies.

The best way to think in this regard would be to prob how and from where they are paid?
Government Employees are those persons who are employed under the Government (Central/State), receiving salaries which are debited to the Consolidated Fund of the Government while salaries of all of the PSU employees are debited to the fund other than the consolidated fund of the Government,i.e.,their own business P&La/c
