No, it is not. You have to then file for amendment of plaint under order 6 rule 17.
By this provision only necessary party is imp leaded in suit.

Yes a separate petition with an affidavit under Order 6 Rule 16 or 17 is to be filed for seeking permission of the court to make the proposed amendments in the plaint.
