Transfer of vehicle registration

My father expired a few months ago.mother, sister and myself are legal survivors. I need to transfer 4 wheeler in my fathers name to mine. RTO indiranagar bangalore insists that I need to transfer it to my mothers name and then to mine.is this mandatory ?

Also RTO insists for family tree from thasildar , along with affidavit .
Local ARO office says they have stopped issuing family tree certificate so how do I get one?
Also kindly share the format of the affidavit. Can all three of us give concent in a single affidavit.
I want to avoid going through agents and pay bribe. Will try and do it myself

The concerned revenue authorities are supposed to issue Legal Heir Certificate at the request of all the legal heirs. For this you all have to make a simple joint application to the concerned Tehsildar to issue Legal Heir Ceritificate enclosing the certificate of your father.
After obtaining such certificate, all the Legal Heirs can make a Notarized Affidavit stating that they do not have any objection for registering the vehicle in your name.
You should apply for registration along with 1) Death Certificate 2) Legal Heir Certificate and 3) Notarized Affidavit.
Meet RTO directly and ascertain from him what more papers he requires for transferring the registration. Make it clear to him that you donot wish to come through brokers and he has to help you.

How old are you? The RTO can refuse to register the vehicle in your name if you are a minor.

In Bangalore the revenue authorities stopped issuing legal heirship certificates since very long and there is no provision for it except to make a family tree certificate affidavit either get it notarised or attested through a Tahsildar in the local jurisdiction. To get the vehicle transferred on your name, you may get a NOC from all the legal heirs in your favor and submit it to the RTO along with the other requirements mentioned by you.

Thanks Mr Malipeddi for your advice. I contacted ARO and RO(tahsildar) offices of my Jurisdiction and both of them echoed the same "We have stopped issuing Legal heir certificates" and as indicated by Mr kalaiselvan suggested an affidavit instead.

Q1.Kindly share the format for the Affidavit for the same.How much would it cost me to get it done from a lawyer. One of the lawyer firms charges Rs 200 but asked me to get format for the affidavit.

Q2. Can i challenge the RTO officer to transfer the Vehicle directly to my name ( I am not a minor) with all other legal heir(mom and sister) giving their consent in a single affidavit?.For some reason the officer seems to insist on transferring the vehicle to my moms name and then apply again for transfer to my name.
