Gram panchayat rights for issuing the plot

Hi,
I want to know the rights of the Gram Panchayat if it can give permission to issue the plots and construction the buildings.
Basically, i wanted to buy a flat which is under the Gram Panchayat in pune. as it is cheaper than others.
How to check and verify the documents if it is legal or illegal.
I am looking forward to your valuable answers and advice.

@Author, if the Gram Panchayat have jurisdiction over the village(area)can give permission to layouts/construct flats. (2) obtain Encumbrance certificate for the property proposed to buy for 30 years from the Registrar office. and get the copies of the link documents of the property for verification. if you have any doubt in the link documents, consult a local lawyer who have knowledge in the matter.

In such property buying cases, it is always better to go for opinion by local lawyer and if need be a second opinion may also sought from a different lawyer because the investment involves huge cost and you should not be cheated at the end of the day.
