Not taking action by the apartment association

In my apartment watchman behaviour is not good.Apartment secretary also agreed and he told that we will conduct a meeting and resolve the issue.
Afterwords the secretary become clam and not conducting the meeting and resolving the issue.
twice i have called the secretary to conduct a meeting and there is no response.
I stopped paying maintenance and written in the maintenance book to resolve the issue in the first month.
in the 2nd month also i have not paid the maintenance and mentioned in the maintenance book as "Reminding to resolve the issue" with the date.
Till now there is no response from the association.
It is almost 3 months.
What should i do, plz advise.

1. Call for a general body meeting of like mined members and thrash the issue thereat.

Send notice to the society with the signs of maximum no. of members you can manage.
What are the objections from you?
Whether the person is from some agency or individually employed by society?
What are the views of majority of members?

This part of the matter falls within the law of mettings. If the Secretary is not interested to intervene in this matter, you may issue notice to him to convene one Extraordinary General Meeting.
However, for this purpose there is a minimum number of members whose requisition is necessary. Pls consult the bye law of your association for this purpose.

They become a group and holding it for not to conduct the meeting. Every month i am writing in the maintenance book to resolve this issue as promised by you on 18th september 2015.
Still how many months i can stop by not paying the maintenance charges. Until they conduct the meeting i dont want to pay the maintenance.
plz advise
