Regarding Possession and Maintenance

Res Sir,
I book one flat in 2013. I have paid 85% of the agreement value. As delay in possession I held 10% payment. Now builder asks to pay remaining 15 percent payment before possession, and then after 15 days they will handover finished flat. Whether its regular policy or not. According my knowledge after finishing all the work last payment is to be paid.
My second question is at the time of agreement builder asks for one year maintenance at 2Rs per square feet, But now he is asking for 2 years maintenance in advance in which second year maintenance isis at Rs 3 per square feet.Which I feel much heavy.
So please what I can do in this case?

See the terms and conditions of agreement. Accordingly, serve a legal notice calling upon the builder to abide by the same failing which you can file a consumer complaint. If there is delay in possession, you can also seek penalty for that.
