What was the complaint about? Though it is a cognizable offence, but some states have different rules for the same.

If your husband has committed offence for dowry and cruelty upon you then you can lodge an FIR u/sec.498a,406 IPC, with D.V.Act.If the police authority would not take any action then you can file a case u/sec.156(3)Cr.P.C.in Magistrate Court for your complaint treating as an FIR.
Kirti Kar Tripathi (Expert) 04 March 2012
you can file application under 156(3) Cr.P.C. on the basic of facts and circumstance, the Magistrate can order for registering an FIR and investigation.
Kiran Kumar (Expert) 04 March 2012
you may proceed under S.156(3) by filing an appropriate complaint before the area magistrate.

you need to have some expert lawyer to pursue the matter.

After the Madras HC guidelines, all dowry complaints in TN has to go through a mandatory cross check and a re conciliatory proceeding.

Be patient.

Shonee Saab, this is a welcome procedure should be accepted all over India, and especially, when husband is Govt. Employee.
