Foreign graduate enrollment in state bar council

I am a 2008 graduate of a north American law school. I want to get admitted to any Indian state's bar council essentially to acquire a license to practice law in any state of India without taking an exam. So far I have been able to find several US lawyers who have been admitted to Indian Bar councils without examination. Please see the link below.

I think the law about exam went into effect in 2010 and does not apply retroactively to 2008 graduates.
Admission to Rajasthan and Kerala bar councils make no mention of an exam for
admission. Links Below. I am willing to be admitted to any state bar councils.

its only for appearing before the eligibility exam of bar council of india. its mean, who are enrolled them self before any state bar council prior to 2010, they need not to appear for this exam. not for who passed prior to 2008.
